I thought it gave leadership to most active when leader went inactive?

Yes and no. At the point the FC leader has been inactive for 35 day the system checks the FC hierarchy and gives leadership to the next most senior member who logged in within the last 7 days.

I'm not sure if you do lose house if your master is inactive, i doubt so tho

Yes you're correct, the FC owner isn't linked to keeping the house. As long as at least 1 FC member steps inside the house every 45 days to reset the timer the house will remain, regardless of who the leader is.

Although with the demolition timer still disabled that's not actually possible right now anyway.

Unless someone with housing permissions destroys the house that is...
