Could Necron be next tier boss? My thoughts and yours?

Exactly. Sure, you can explain it. But the game doesn't do that at all before it happens. You spend most of your time battling Kuja, and your big climactic battle with him is effectively where the game ends. The the game goes "oh lol, here's another boss we did no foreshadowing of whatsoever in the entire game!"

It doesn't have much impact as a result in comparison to the fight that comes right before it.

I liken the fight to Yu Yevon from FFX. Yu Yevon is promenant throughout FFX, and is a part of its mythos and history, but the fight comes out of nowhere and attempts to destroy the impact of the personal fight between father and son before it. Yu Yevon should have been a cutscene, Kuja should have had an extra phase and Necron should have been a cutscene

Honestly, Necron gave me the impression of being a last minute addition because they wanted a "super boss fight" at the end of the game. And that's it.

Hades was originally intended to be the final boss, the arena carries a similar motif to him, but was pushed toward Optional Boss status either because he didn't fit the narrative they were going for and/or thought what they came up with fit better.
