The whole shtick of 'sex sells' doesn't apply when its a fairly inconsequential boss that literally does not affect the revenue at all. I sincerely... SINCERELY doubt anyone started playing the game because they saw a picture of Lakshimi's tits.
So... why? Because right now it sounds like a few males higher up on the totem pole think it's ICKY to look at anything other than hot girls.
It is confirmed. Yoshida himself said in a interview that designing sexy or cute outfits for male characters makes their male developers uncomfortable. This is why they have decided to leave the creation of the male bunny outfit to their female developers. I reckon there arent as many female developers as the male developers, hence its taking soo long to see the male bunny outfit in the game. I wish there were more male glamour, heck I campaigned for it on this forum and reddit many times, but as always, SE will tell us that they are listening, but nothing will happen. When they release the male bunny outfit, I wont be suprised to see it uni-sex or a another new one for the female characters. I mean think about it, we have been promised more male exclusive glamour and male bunny outfit since end of January 2015. In a month or two it will have been 3 years since we have been waiting for more glamour. Yet in that time, SE released alot of exclusive female outfits even gave those with female characters extra hairstyle.
Actions speak louder then words and Square Enix and Yoshida has shown where its priorities lie.![]()

There's already stuff like the coliseum outfit in-game that shows off a large portion of the male physique. I'm not sure why a bunny suit would be any different, especially since the male version should just be a pair of bunny ears, a bow tie, a pair of tight pants and some smart looking shoes. Which is arguably the 'standard' male version of such an outfit in various forms of media.
