That's a paypal thing....numerous instances that use paypal generally require a credit card to back it. Get used to it.
Its a matter of authorization/security check.

Tbh I think OP was talking about not being able to use Paypal Credit anymore, which isn't a card necessarily.
There are people out there that want to use PayPal specifically because they don't have a credit card.. not in all countries it's a common thing to have one.
At least there is the paysafecard option for paying for your sub, but I'm not sure you can get crysta with it.
I don't have a credit card either, but I have debit cards and bank account linked just fine.
They still are at the mercy of Paypal.
SE <---> Paypal/Bank? <---> You/Customer/Client/User
SE: We need ____ in currency please.
Paypal: Authorization/Balance confirmed etc
If your using paypal.. SE cant see crap...they wont know your account information or what your using on paypal...all they have is an account tag from paypal to draw from..likening to a credit card number....but paypals version (which i can tell you is obscenely stupid and insane....don't ask)
Paypal however may require certain things on their side that will deny the transaction...based on certain security requirements.
If SE requires a credit card...paypal would be irrelevant as an option at that point...meaningless.
Therefore - you should talk to Paypal.
Now if your talking about a literal credit card....that just happens to be from Paypal....then there's a problem with the credit card itself....again...paypal as they are the vendor.
9 times out of 10 when it comes to billing systems....you got a problem with your bank/merchant.
Yeah... I was a billing agent for various services...sucked....
I also encountered a situation with EA about this - and that was the one time it wasn't the bank....origin is a real pain when it comes to these things...which is why prepaid cards are better....until I found out they dont include sales tax....yeah.....fun times.

I have linked my bank account to my PayPal account (no credit card). Just bought a handfull crystas today and it still work.

If it's available in your country, Visa Electron could be an option. It works fine when buying crysta and no middleman is needed.

Maybe OP maxed out his linked CC limit on FFXIV?
When a site says credit card, any debit card with a visa / mastercard or other CC company will work for the payment, as long as the required funds are in the account.
They all pretty much work the same. Check card with logo takes the funds out of your account, while an actual CC takes the funds out of the issueing banks account (up to the amount authorized)
Okay
Originally anyone with a paypal account (NO CREDIT CARD) could buy crystals and use those crystals to buy Subscription months or other items from the loadstone.
Paypal dose not REQUIRE a credit card to use Paypal to buy things from websites. Websites can REQUIRE a credit card and make paypal force them to link a credit card to there account as part of the deal to allow people to use paypal on those sites.
Square recently made paypal REQUIRE a credit card to buy crystals in the past month. (last month this was no the case) And yes this is not a "its paypal" fault thing. They have posted that some sites and groups check a box that requires linking of paypal accounts and credit cards to work, and there is nothing they can do about it.
Basically square has made it harder for someone to give them there money. Witch you think with all the things they keep adding to drain every dollar we got goes against that mindset

Couldn't have said it better myself.
Like I said... it comes down to what Paypal gives in communication to SE and vice versa.
When in doubt...call PayPal.
I don't agree with anything else you've said beyond that.
Square Enix isn't alone in doing this.
Fraud is a big deal with billing systems these days....by requiring a credit card - they are checking ID....its for your protection. It may not make it polite...but its a good thing to have....especially since paypal can get a little....nasty when compromised.
Microsoft Did this up-front some time back on Xbox Live - it was a P I T A to get it sorted - but the anti-fraud checks prevented a lot of problems. - Well problems on Microsoft's side. Paypal is still...paypal.
