I think that line was mostly just about looking at the total amount of houses need to support the demand from both players without houses, and FCs without houses.
That's not what Yoshi stated in the interview at all, so let's not change the wording to suit. I know on my server, that 65% or more of the housing in all wards are privately owned. That leaves a small percentage for those with FCs, but without housing to support their FC ambitions. And on rare occasions when a house for an FC becomes available, people are having to settle for a tiny small cottage for their FC. I guess those players, who are made to settle, have to throw up their hands and think it's "better than nothing"

And imo it would be bad to suddenly give the priority of housing to one side of possible owners and not both. The current system allows private players and FC houses to own houses. I would be fine if they introduced two extra wards (on top of increasing the amount of wards per zone) per zone which would be FC only for a day or two. This would give the FCs at least some more chances but at the same time everyone else also can get their hands on plots in the other new wards. But making everyone for FC first would just cause another uproar.
