I mean, the changes to SiO were made to bring WAR up to par with PLD and DRK's party utility. If WAR still hasn't been able to clear UCoB, maybe they still need more utility as /well/ as more damage.

It's simply that the groups that have WAR haven't cleared yet. And that's not because of WAR, it's because they just haven't got the fight down well enough yet while the group that happened to have the DRK did.

If we go off of your train of thought, we'd need to buff AST because World first bought WHM/SCH.
