The problem is RNG and the odds of ever getting 3 lines as is. There's a fine line between rare rewards being valuable and impossibly rare rewards you will probably never get and are therefore pointless to put effort in attempting without overall wasting your time, except to tease the playerbase. I mean seriously farm a bunch of shuffles for hours and finally have a shot at 3 lines only to end up with none and then you will see the problem.

As lotteries go, this one is a heck of a lot more generous than most. The drops it gives are useful, but not crucial. The crafting gear is nice to have, but if you don't ever win any through WT, you can either just straight up buy it from the Marketboards (most who get three lines aren't going to be crafters, and therefore will sell them), or settle for a crafted piece instead (same stats, less sockets). The problem is RNG and the odds of ever getting 3 lines as is. Nothing needs to change. Let the few folks who get lucky and strike the jackpot actually have a jackpot that's worthwhile. WT was never meant to be a method for gearing yourself up - it's meant to be a chance at winning valuable prizes.

the problem is the "less sockets" part. you can't overmeld grade 6 materia more than once, wich means three grade 6 materia is the maximum for a crafted piece, while you can put five grade 6 materia into the piece from WT, wich makes it, dependig on the stat caps, better than the crafted piece.

And how exactly would it do that? Even with another sticker the odds of getting 3 lines would still be low, but at least it wouldn't be so impossible.
That would be even worse.
They would still be just as valuable even if they were won more often. I'm not suggesting they make it super easy to get, just increase the odds a little in favor of winning them. Right now it is lower than a 1% HQ synthesis or 99% NQ synthesis. Most people will never score 3 lines. That just makes the whole thing nothing more than a tease. As lotteries go, this one is a heck of a lot more generous than most. The drops it gives are useful, but not crucial.
