As much as I'd like this, they fail even to properly balance the classes they already have. I'd rather they focus on fixing all the issues with the current jobs than adding new ones.

Adding classes to the game is more akin to 'Marketing' than Balance. It's design is primarily to increase sub numbers and get players from an 'inactive account' state to an 'active account' state.
It's not directly concerned with existing class balance, only indirectly.
As for a whip, I wouldn't mind seeing a 'melee weapon' with a bit more range to it. So you could have 'long range', 'mid range', 'melee range' rather than simply 'melee' and 'not-melee'
I play FFXIV because I enjoy it.
Sometimes I have to remind myself of that simple fact.
