Brd Army's Paeon not working?

Just checked it for myself and it does seem like Army's Paeon's repertoire stacking effect doesn't affect damage. The GCD reduction clearly works from mousing over a weaponskill and checking the recast time, but I don't see any meaningful difference in damage - a 20% buff at 4 stacks of repertoire should be fairly obvious.

Yeah if Paeon worked Empyreal should hit around 1200+ not 980-1090 as it does at the moment, that said if they fix it then it might need some adjustments assuming SE thinks BRD is fine as it is for Feast.
