How about 1 house per account/server and make all characters on that account/server have full access to that house.

They will never do this because it would mean removing houses that people already possess. A system for allowing the player to select which house they would like to keep and which to be destroyed would have to be implemented. Since this is a process that would only ever need to be completed once and then never again, devoting development resources to creating such a system just doesn't make sense.

Also such a restriction could be easily bypassed by simply creating an FC with an alt and purchasing an FC house. Preventing this would mean making the player decide between owning an FC house but not a personal house or vice versa.
