They appear in A2 because it takes place LONG before Tactics, while TA is an alternate universe.
The Ivalice games go like this:
Final Fantasy XII
Final Fantasy XII Revenant Wings
Final Fantasy Tactics A2
Final Fantasy Tactics
Vagrant Story.
With Final Fantasy Tactics Advance being its own thing story wise.
Story wise there was a big thing that happened between A2 and Tactics that wiped out pretty much all the races but the Humes/Humans. OUTSIDE the game the real reason is that Tactics was the first game of the Ivalice series made before the thought of the Ivalice Alliance was even a thing. If Tactics was made after XII there is a good chance the other races would in fact still be around.
As far as Viera go, another reason I could see them not showing up is that Elezen fill in the "magical forest Elves" setting already. Cause thats kinda what Viera were, Elves with bunny ears.

I'm actually interested in the man-bunnies. I would love a male beast who is about as muscular as a highlander hyur while being as sinewy as a male miqo'te (au ra don't fit that bill). That, and, I've always a soft spot for them since XII came out. Back then I was maybe 10 or 11 (around there) so, it definitely wasn't a "sexy" thing for me and still isn't, lol. I just think they're neat and would take them over Miqo'tes any day.
To me, female Viera are closer to a female highlander hyur or a female Roe. Elezens have very awkward proportions (small head, long neck, big body, gangly limbs). The Viera are all well-proportioned. So, in my opinion, they're nothing like Elezens.

Just look at the concept designs. They're not built like Elezens (neither the males nor the females).
Anyway, as I said before: it's just my personal opinion. Of course you and others are entitled to your own just as I'm entitled to mine.
Still though. Unfair to say Elezen have long necks when Viera also suffer from the same disease (LNS, Long Neck Syndrome).
Anyway, I don't know about others, but one of the main reasons for me to compare Elezen and Viera is because Viera are pretty much 'elves, but with rabbit ears.' When I say elves, I mean elves in general (forest, magic, archers, tend to be beautiful, secluded, elf stereotypes)
