    How about another point of view: you play willingly on server, assuming it indeed is Balmung, with around 25,000 players. That is your choice, and right. No one is forcing you to leave, your reasons to stay are valid. You realize these servers are intended to hold far fewer people.
    You have no choice but to accept that congestion level of your chosen server affects your chances to access into certain limited resources.
    Also, you may accept that the fact that every server indeed has the same number of wards indicates that SE sees housing as legitimate incentive for player population to spread evenly throughout the datacenter.

    Server with 25,000 players vs. say, for example, 7000 players. Both will have 720 new plots. On which server your chances are better?
    How the vague feeling of entitlement to house, or something like that, translate into right to own house within system that is designed and intended to have finite number of houses? It simply doesn't.
