Sure. Public quest in WAR were areas on the open map that once you entered (the designated space) a timer would come onto screen letting you know when the next one started or how long the current one was going and what phase it was in. Depending on what part of the world you were in dictated what level the public quest was. So if you were at the start it the level would be like 1-10 (the mobs). If you were in a higher area it would be like 20-30 - so on so forth.
There were typically (if my memory serves me right) three stages. Once you beat the first two phases of monsters the boss mob would appear (it was never just a different colored monster). Once it was defeated a random number generated would roll. Depending on how well you did depended on what bonus you got added to your roll. So say if you killed or damaged the most mobs you'd get like a bonus of 300 will someone who did less might get just 75. This however wasn't a guarantee on the best number because the number generator was randomized as aforementioned.
It was a very innovative thing at the time. You could get some very nice gear for the level of whatever area you were in. Participation was solely up to you. Join in or walk on through. Parties weren't needed. If one was going on just be in the area and fight. It could add some life to the world. It could be advanced and added to the SL of FF14 (basically made better). Would add achievements - new items to get. It would just fit well and was good fun. Take what it was and make it better.

Eh, it was basically Besieged(Campaign) on a more advanced level. While XI's system was tackled on to a core that didn't quite support it fully, WAR made it possible from the ground-up. Either way the roots are in 2006's XI.It was a very innovative thing at the time.
I definitely want to see something like that in XIV, but not have the whole game be based around the premise. It could be an expansion's main selling point though, instead of going the same old instances/raids/level cap/new quests route.

The WAR public quests do seem they would be a tons of fun.
My wife agrees with you with one. I do not even want to think how many vanity pets she collected in WoW.
