It's easier to get the upgrade tokens from the easier content because they are added later on as a catch-up option. Perhaps SE can adjust the cost via datalog when the alternative methods are added? In the end the datalogs are meant to be a fail-safe backup in case of bad RNG, the main source of gear is still from the chest. Then there's the "necessary evil" of RNG because of the sub-nature for a MMO game. However, I do agree that the cost of datalogs could use some fine tweaking. It does feel a little off-balance at the moment imo.
