And yes, it is indeed not a bug or a glitch.

It appears that eyebrows are an additional facial feature of a male Roegadyn's 4th face from the Sea Wolves clan as well:

Horrific.
On the side note, Roes didn't actually lose anything since they had no different versions of the same types of brows beforehand.

In my opinion, It's quite hard to mess up something like that unintentionally and twice.

Oh, well. Hopefully, in the future developers will realize there's no reason for a Lalafellin woman to shave her brows. It's a strange decision design-wise.

If you ever have a chance to interview Yoshi-P on some kind of convention, ask him what is the meaning of this, please. Hehe...

An odd choice if it's not a bug. I mean, if they wanted to have an eyebrowless option, cool. But I can't imagine they would leave 5 separate eyebrowless options that all look exactly the same.
