    Rabanastre is where you start in FF12, another game in the Ivalice Alliance... which is set earlier in history than the story in Tactics... there are viera in that area in ff12...

    Tactic played deep in the future of Ivalice, where all races except the humes died out.
    Maybe Rabanastre is a ruin, got another name or is in another part of the world

    Think they hinted to Dalmasca being north of othard (or a part of northern othard?) and Rabanastre happens to be/have been there =D
