Silliness of Unlocking

The issue is the quests aren't spawning, that's why I'm having trouble.

Have you possibly already done the quests? Sorry, I'm just not understanding why you are having the problem. Keep in mind that the unlock quests are locked behind levels and MSQ.

I just copy text from patch note for requirement, hope it helps. May be there's some requirement you didn't meet.

Before acquiring mark bills from the Hunt board, players must first complete the following quests:

Quest
Let the Hunt Begin (your GC name)

Required Level and Location
Disciple of War or Magic level 50
Limsa Lominsa - Upper Decisk (X:12 Y:12)
NPC: Trachraet

Elite marks defeated in the new areas surrounding Ishgard will yield Centurio Seals, which can be exchanged for various items and gear. These new elite marks will also reward experience points.

Before taking up the Hunt in these new areas, players must first complete a special quest, which also requires completion of the quest "Let the Hunt Begin"

I've checked my journal and I don't see them completed. They are also not found in the world.

The very first quest that unlocks hunts is GC related.

OP, are you sure Trachraet (npc at the Maelstrom Command in Limsa) doesn't have the quest? It's possible that he has multiple quests, so try talking to him.
