    Why the difference? One needs NQ and the other HQ items, unless the UI is lying.

    If I recall correctly, both quests say HQ but actually accept NQ, so you don't need HQ at all for either. Which way it's supposed to be...I have no idea.

    Yeah, the quest has a typo in it. The botanist quest updates as you gather NQ items, and turning them in works just fine. Same as the miner one.
