It's never been a suspicion, it's been an outright statment. When SE removed it, toxicity was noted among the reasoning. Why, when looking at the forums, would there be any inclination on behalf of the developes to re-open that can of worms when the worst someone can say in-match is "Nice Job!" "Thank you!" "Hello!" ? (Which just makes the spammer look foolish and they know it.)

The community is likely going to have to earn this one back - or they'll likely get it back on a whim, then have the GMS see the flood of Harassment reports come in, and SE decide to close it up again. I'm leaning towards the latter, speculatively.

They could expand the communications (and/or allow multiples to be within a macro as well), of the quick-chat as a stronger compromise, but leave the capacity of smack-talking your own allies limited to those who are unfortunate enough to be on the same Server as each other. At least then, the blacklist is functional.
