This issue here is that any action during the GB lock out animation (the UI heat gauge closing) gets cancelled. Be it Cooldown, Split, Slug or whatever. My character will raise the gun to fire, GB closes, she resets and stands idle.

Cooldown shouldn't get cancelled. It's only the heated shots because they get replaced by non-heated ones when GB gets locked.
