Lifetime Airship Pass?

Saw some new npcs in the Limsa airship docks, figured I'd talk to them, not much else to do while waiting for the airship.

One of them said this:

Raplulu: We arrive at where she's supposed to be, our hearts in our mouths, only to learn she's hopped aboard another vessel and vanished over the horizon! Oh what could've possessed us to let her keep that lifetime airship pass? The twelve strike us down for fools!

Anyone know how to get one of these? Or maybe it's just foreshadowing a new quest where we can get one?

Hopefully it's foreshadowing, this would be very cool. Then again we need transportation fees to create a gil sink. So it might just be dialogue.

to me it looks like they gave some out (to NPC's) and are regretting it now airships are back to full use and will never do it again as it looses them so much money

Maybe they could hold a monthly/yearly raffle, players purchase a ticket say 20,000 gil, 1 player can only have a maximum of 10 tickets per raffle. Select winner at random and they recieve a airship lifetime pass, even if it was monthly thats only 12 people per year so would be a rare item even after a few years! Could even have a 2nd and 3rd place with unique/rare gear prizes.

Idk, they got rid of the chocobo gil sink by giving us personal chocobos, so i don't think they'd have a problem with getting rid of this one. Personally I don't think they need this cuz it is a good gil sink, but if they do put it in, I won't complain.

Yes, cuz i use chocobos a lot more than airships

Actually the npc is talking about not being able to see someone (can't remember if it was her kid or not), she doesnt work for the airship company, sorry i didnt clarify.
