I think she meant that the Ivalice's worlds are one and the same and what changes is the timeline in which the story is being told D:

To that matter, I don't see any problem as to the introduction of the Viera as a Race, although there is an already introduced race inside of the game (the wolfkin) that should hit that spot first. Even more if the Ivalice connection that will be present to us is Vagrant Story related.
