Because it's still gear progression? Is that not what you're asking for? Until all your jobs are wearing equal or higher than i320 gear, the crafted gear will still be part of the gear progression.

For 4 years it went like this:
450 tome > get about 5-10 gear > filler content of some 24 man raid that is weekly Ilevel on that >some point you get to upgrade the tome gear> Get more of 450 tome gear > new 450 tome gear > get about 5-10 gear > filler content of some 24 man raid that is weekly Ilevel on that >some point you get to upgrade the tome gear ... repeats. (While said 450 tome gear facerolls any content)
The reason SE has to keep releasing mini patches on 2-4 months is because they do not give much and it is not sustaining, so they make it sustaining by time gating it. How can people support this still? People are tried of it, people are burned out doing the same thing only reskinned. This model will not work forever, more and more people will quit because it is just the same thing, over, and over, and over, and over again. In the mist of this, this model conflicts with the selling point play all jobs on one character when said model forces you on one job. Like some posts pointed out to me, people will find the shortest possible route, that means when making farming parties, they REQUIRE you be on this one job to meet the ilevel/pace that they want. I am actually amazed it has not crash yet, but it will, people will get tried of doing the same thing over and over and over and over again. As someone told me, "allagan tomestone of boredom will be the final sb tome, no cap"
We are time gated because they are not creative in making new content so they just reskin what we have been doing for 4 years.

A lot of this post seems angry about gaming habits that differ from possibly your own. You don't actually attack her points so much as make up points and pretend she made them so you can beat them down--specifically points out of left field regarding Square not following her schedule, which she never demanded they do.
People complaining about doing the same content over and over with the same formula for years, I thought that was all MMOs were about, maybe I was wrong all this time. /s
But seriously, if you paid attention to the design decisions of Yoshi-P and his team you'd know that the game is made with people that can only play one or two hours per day in mind so taking that into consideration the content is then catered towards the most common type of player (and the most profitable one too): The casual player that has a job and can't spend all his time in the game.
Yoshida himself said that if people don't see much to do in the game other than playing it a couple hours every other day they should go do something else, spend time with their family, play other games, exercise, etc.
TL;DR: The devs don't want people's lives to revolve around the game and have ingrained it into the design, if you don't like that this may not be the game for you.

I feel there should be a compromise.
Keep the tomes the way they are. But add something else in there too. A new type of tomestone currency only gained from doing specific types of content that has no weekly cap but has an overall cap of 1,000, but it can be used for a new kind of shop that allows you to exchange for tomestone gear in place of the other tomestones. There is one major restriction on the shop to compensate, though - you can only make one equipment purchase per week per job stone equipped (and you MUST have a job stone equipped to make use of the shop, no cheesing by unequipping as the same 'class'). The currency exchange rate is 1:1. Basically, to describe this in simpler terms...
Tomestone of Legend: Cap of 1,000, but no weekly cap. Obtained through various means.
The primary method of receiving tomestones is through clearing any instanced content with a party member present that has yet to clear. This is available from the start, so even new players can start collecting these too.
- ARR Lv. 15-49 dungeons and trials award 25 tomestones, 50 with 2+ new party members.
- Lv. 50 dungeons and (Hard) trials award 35 tomestones, 70 with 2+ new party members.
- Lv. 50 EX trials and raids award 50 tomestones, 100 with 2+ new party members.
- HW Lv. 51-59 dungeons and trials award 30 tomestones, 60 with 2+ new party members.
- Lv. 60 dungeons and (Hard) trials award 40 tomestones, 80 with 2+ new party members.
- Lv. 60 EX trials and raids award 60 tomestones, 120 with 2+ new party members.
- SB Lv. 61-69 dungeons and trials award 40 tomestones, 80 with 2+ new party members.
- SB Lv. 70 content will not initially award any tomestones, until later patches. In short, 'current' endgame content should never award any of these tomestones.
- But later on... 'Outdated' Lv. 70 dungeons and (Hard) trials award 50 tomestones, 100 with 2+ new party members.
- 'Outdated' Lv. 70 EX trials and raids award 70 tomestones, 140 with 2+ new party members.
You can also receive some tomestones by doing miscellaneous content successfully.
- 20 tomestones from clearing the initial mission in Diadem, 10 more for every 500 Evaluation collected afterwards (Evaluation would have to be visible in Diadem for this to work), 250 for successfully clearing the Emergency Mission. (For this to work, spawn conditions for the Emergency Mission need to be clarified, and the spawn rate buffed.)
- 5 tomestones per cleared room in the Aquapolis, 50 for reaching the very end.
Note that you cannot use the new type of tomestone to exchange for tokens (for tomestone weapons).
There is also a special new item that can be purchased with only this type of tomestone, that can only be purchased once per week regardless of job, known as the 'Aetherial Converter'. It costs 400 tomestones, and it can be used to convert a secondary attribute on any piece of Lv. 70+ equipment to another attribute of your choice. Only one of the two secondary stats can be converted at a time, however. For example, got an aiming jacket with critical hit rate and skill speed, but wish that skill speed was direct hit instead? Now you can change it to exactly that!
Restrictions:
- A fully premade party outside of 24-man raids/Diadem/Aquapolis will not receive any tomestones, in most situations. In this case, only the player new to the instance will get the tomes.
- However, the above restriction is lifted in a full premade party IF the content is successfully cleared at minimum item level.
Now you all are probably thinking, what's to stop people from gearing their main job at double the speed? Well... Nothing, actually. However, actually being able to scrounge up that many tomestones per week to accelerate gearing your main AND getting a piece of equipment for a secondary job at the same time would be quite the feat, and if you pull it off, you pretty much deserve it anyway. Even so, it's also why the Aetherial Converter is gated to one purchase per week, as a compromise. The cap is also at a low 1k to put a lid on hoarding ahead of time for a new equipment tier - though you're free to stock up on as many converters as you want.

How would either broadening the tomes cap (either job/role) or removing it entirely change the game so that it is no longer for the casual player? Those people who want to gear slowly or play only a few hours here or there could still do just that while the other people who want to gear up additional jobs are given that opportunity.
This game is designed so that no one can pull far ahead. Is it really disconcerting for people to think that others may have a few additional gear pieces before they do**?
And yes, the cap is in place to keep people subbed. I think we all know this. However, it's heavy-handed and a cheap fix to deal with the glaring lack of gearing content and variety.

Alot (not targeting anyone directly now), but alot People cover it behind "PF Groups will have higher requirements to join if they get rid of the tome cap" or "Keep you all longer subbed to the game", it is always this Kind of excues they were used.
We had this discussion in ARR/HW on the Forums and inside the Free Company and linkshells and sooner or later the People who defended the current Progession Wall design told us that they wanted their Gear in the same Pace as all others (Tome Gear) because they dont want to spend their free day off into a Game. Thats one of those reasons why we dont have any good RNG Content anymore.
I am Outing myself, i enjoyed the first Diadem alot, hunting down Monsters for Randomloots, could have been a way more balanced in Terms of secondary stats but well designed. PPL flamed it down due the "poor & boring" Design (sure could be better) but the main reason was -> Grinding a day for maybe nothing - no time for that, too much work for a single Piece of Gear.
