the loot design for normal is pretty terrible.
everyone wants the same item because the way it's gated and then they don't go again so your always rolling for one item 8 ways every time it seems like

It's not bad if you have a group, but, if you go via duty finder or join a "farming" PUG it's a nightmare.

And IMO the chest piece doesn't worth the annoyance.

The worst part is, you'll do all these runs for what amounts to a cosmetic item as you'll get enough tomes for a chest piece easily this week.

Many people like to play this game to its fullest and not just rush one class, so they'll happily accept them.

On a side note; silly people act so strange when it comes to a tiny bit higher ilvl piece; actually some tiny bit lower ilevel pieces have better stats when looked at as a whole! (Muh ilevel!)
