As by now we have seen primals getting summoned by objects (Susano) without summoning rituals and in the SMN quest line we saw

Especially if the Ascians are still alive and give common people the ways to summon them. In a way you would have to kill everyone that can use aether since anyone could theoretically summon a primal. So I can only see a long time solution in killing the ascians and try to talk the tribes and others out of it. (And have some people with the echo ready if a summon happens anyway)

The obvious solution is to blow up everything. With nothing around there is no way for their to be primals, and then they can build a big monument to non-existence!
