I think it's perfectly fine to earn the right to look however you want. It's extra motivation to reach level 50. It's one of your rewards for doing so.
Yeah I'd like to see this addressed honestly. I can't tell you how many times I've bought level 60 PVP glamour gear for my job I'm going to level and then I'm like "oh fuck I can't even glamour this shit". V_V

SE!!!
Please just let everyone do whatever they want! This game should allow absolutely no progression!!! Just remove all gated content and allow people to just do whatever they want! They pay this sub so you owe it to them!!!!!!!1
Low levels should look just as amazing and powerful as max character! It makes much sense to allow the base classes to be able to look like they can kill anything!!

Nope.Incorrect. That boat is "unavailable" to a level 1 character. interacting with the ferry master doesn't give a level requirement like other ferries, either. So since it's not level gated, I can be pretty safe in assuming that said Ferry is unlocked after getting your airship pass. After that point, you can ride it on a level 1 class.
Regardless, it isn't unlocked immediately to a new level 1 player and isn't gated behind level. You are stuck in Limsa until the game arbitrarily lets you leave.
I made a new character in Limsa (because I wanted to play an Arcanist), but I wanted to do side quests in Uldah and unlock Gladiator right away, so I took the boat.
Now, I did do the first few MSQs in Limsa before leaving, so if it is locked for a level 1, then it is unlocked through the first few main story quests, not Airship.

He doesn't have to be the victim of a crime to report it. And yeah, I'm sure he means how the quest to unlock being able to use glamours is lv 50.

Then that is something they have quietly changed as I remember right at the start of ARR before I got my airship pass (but still fairly advanced in the early story) trying to access the ferry from Vesper Bay and the ticketer basically told me to take a hike.Nope.

As for glamour, I'm going to presume that the reason why SE set the quest to unlock at level 50 was because the glamour system was only added to the game in a later ARR content patch (patch... 2.2/2.3 I think) and was not available in the game at the start, so SE presumed that the majority of players at that point were already at level 50, and that they didn't want to overload new players with too much content to unlock at the start (instead gradually release things to them as they went along).
As others have said it's nothing that much of an issue now as level 1-50 exp is practically given out like candy - if not bypassed completely (with the level jump potion) so this argument is a non-issue. Hence I don't see SE changing it at all I'm afraid.

While I agree that the glamour skill restriction should be changed I wonder though how it may effect lower lvl characters. The latest and greatest in glamour items is usually a lvl1 piece so usable by a new player but also usually selling for several mil on the MB - imagine a brand new lvl1 player seeing it and then seeing the cost and of course with those RMT spammers standing right next to the MB they figure the fastest way to look pretty is to buy gil.
In the novice network on Faerie I see new players all the time asking how they can make millions of gil really fast. I remember one player who after asking what sold well, realised he would have to level miner to 40 then complained on how it was unfair new players couldn't make gil. I've seen similar complaints enough times to know that new players turning to RMT for their glam needs is a very real possibility.
I'm not saying it shouldn't be changed, only that there may be consequences from it that the devs should try to head off perhaps by ensuring the availability of nice cheap items from say the same guy who sells the race stuff - to ensure that new players have options to look how they want without turning to RMT.
