They have to be completed once at least for the chain of FATEs to work and if you activate them you must complete them for sure. Not clear if you can leave them hanging there if you don't activate them when they pop for the second time.

This is based on my personal observations of spawning S ranks. For the non-programmer, assume the word "flag" means "checkbox".
Every A and S rank has this flag that is basically labeled "is spawnable?". This is set arbitrarily by the server unannounced to the player at a random time between what we call the minimum and maximum windows. Until this is set, all work on spawning something is ignored.
In order for a mark to pop, all flags must be set. The Rank As only have 1 flag, so they instantly pop upon the "is spawnable?" flag being set.
For Okina, we have at least two other flags. They are "is full moon?" and (lets assume here) "enough yumemi's killed?". Some servers got the "enough yumemi's killed?" flag set before full moon, others did not. Those that did saw what appeared to be an auto-spawn scenario right at 12pm. The rest came here looking for answers as to what's up...myself included.

Has anyone tried or managed to spawn it ignoring all NPC FATES? (Not failing them, just not activating). While completing them all definitely works, it'd be good to know if it's possible to do any less. I might try it out next window.
If you are going to try it, please try it this way: activate each one only once and then don't activate them. I'm pretty sure not activating them at all does not work, tried in the past (and that would make sense since I'm 99% sure that the condition is not just do FATEs for 1 hour but to do a chain of all FATEs in S. Thanalan).
If you happen to ignore them you won't get a spawn at all. When they weren't shown on the map wherever you were on the map we missed one that we already did and we didn't get a spawn either so this
is .. strange for me. You do a chain of FATEs, yes, but this chain happens to take one hour to complete. That's just what it is, isn't it? Because if you miss one or let one slide the chain breaks because a piece is missing or it simply can't connect.
Remember that some FATEs have a longer spawn time than others and it can happen that they won't pop in a spawn attempt like "Call Me Mayheps" and .. another one called "Book something something" ... and the NPC FATE near the Hildibrand one. Something with "Diamonds" - so it also is not "do every known FATE (once)", just so we have ruled that out once and for all.

The thing is we tried so many times just doing FATEs for 1 hour (or more) with no other conditions and never worked (with force spawn timer). The day we tried to do every single FATE at least once (while not letting any other in between FATE or that would break the chain) Nunyunuwi spawned right after we crossed out the last individual FATE. So I find it hard to believe that's not the actual method. The do FATEs for 1 hour thing I believe works some times because the condition is actually met in that time, also because there could been people already in the area doing FATEs when you arrive and so on.
(Also, "Diamond in the Rough" suposedly is not needed to be done, but I can't confirm this at all).
Nothing is 100% and there could be some factor I don't know about in all the failed tries, but my own experience does not tell me that it works like assumed when the other method worked too perfectly.
Thanks Noboru. I'll stick with the current method! Been trying to spawn it solo a bit for fun, but it's really tough and I usually have to call for help with the worm fate or bump & grind. Has anyone managed it alone, or does anyone have tips?
