Sorry, I think it's an issue with the mobile version of the forum. It's the "some interesting numbers on 4.0 Blm" thread.

I think the number i saw with data to back it up was something like 11 mobs made F2 useful.

That might be true on a pack of mobs with infinite HP, but stuff dies fairly quickly. If your rotation ends with B3 > B4 > F3, you would have done more damage ending with a couple F2's mixed in with your last Flares, and even a potential Freeze when stuff is below 5-10%.
