I always figured HG should negate damage taken from all forms, but not prevent the application of debuffs or dot effects. You would still get the dot, just not take damage from it until HG wears off.
Certain debuffs still get applied through hallowed ground, even from fights back in 3.x like a12s chastening heat.
Dude, shut up! You think Paladins actually want to be helpful during fights? Pfft! It's all about the damages! And Hallowed Ground allowed us to keep up the damage in situations where we would have had to move out of the way or die! Now we'll actually have to do mechanics like the other tanks.

The description is "Renders you impervious to most attacks."
Nothing about damage, but nothing about "all" either.
Selective enemy actions have always been out there that will ignore HG.
Hallowed Ground has never been immune to all debuffs.
Impervious means nothing will pass through, like 9mm bullets against reinforced armor plating. In this case, it does mean damage: the user will be immune to damage. But the description says "most" attacks, meaning it's not a perfect defense. It's obvious that some forms of damage will get through.
Btw, what do you think attacks do? For the most part, an attack, meaning offense, as in the opposite of defense, deals damage. So if you do a little rewording, the "attack" in the description can mean damage.

It can men damage, it can mean an attack that simply rebuffs or cc.
I think they very intentionally never said "damage" just as very intentionally never said "all".
