SE's Responsibility: Housing Situation

I have trouble understanding things from their perspective. They did it originally because they took a dead ward and made it simulate life by perching all the plots and doing what they want with them. But now that there is people that want to live their, they hold their hand. I understand that there are plenty of people that pick up plots and just sit on them doing nothing. But what's to stop them from deciding to release plots and create a community? instead of 2 people owning 28 plots. what if it's 28 like minded people owning 28 plots. Then they would not be just simulating life. it would be a living ward. It would turn into an example of what a ward should look like. It would be challenging to fine 26 other like minded people, but they are willing to put in the effort of simulating a living ward, why not go the next mile? it would turn the light from them looking like snobbish hordes to examples of what a housing neighborhood should look like. They explained their position in their tumblr post; they didn't like anyone else's decorating style. I believe they even stated that they didn't want neighbors... Something about other players jumping on their houses or some such.
