There are a few Elezen children in the game, other than Alphinaud and Alisae. The brother sister in Ishgard (Jewled Crozier) that are deciding on whether to buy the what their mother's list says to or get some snacks, the kid the priest tosses of the top of the Vault, two of the orphans that hang out near the fountain in Idyllshire (Girl that stands with the pink garbed mi'qote child, and one of the two racers), and a few of the kids you can see in Gridania and in the Brume.
As for Lalafell children, a few are in game: If you start in U'dah, before you face your level 10 fight with the Golem, you'll be told to deliver four cookies to four oprhaned youths, two hyur, and two lalafell. Admittedly I have trouble thinking of any others that are close enough to be called children (lalafell in the Ixal quests is young, but not sure if young enough to be called a kid)...
It is actually stated somewhere (In the lorebook, maybe?), that the Elezen hit their growth spurt a few years later then Hyur do due to their longer average lifespan.

he's most likely 17... and that can be quite normal... When I was 15 i looked like I was 10
hell even now a days I get told that I look younger than I actually am. I'm currently 36 and still get carded for cigarettes and what not... even with my grey hair. When I dye my hair it's even worse.

There's an untargetable lalafell NPC in Idyllshire that is 12 years old and he's already adult height, so we know that by that age they are already full height.
Perhaps we'll get to see Roe kids if we ever get to their homeland, or maybe they want to do 1 child race per expansion.

While we're discussing kids, I liked the detail that when we see the Mol children together, the girls are taller than the boys. I've always assumed that Au Ra girls simply stop growing much earlier, and then the boys hit their growth spurt and end up huge. (Honestly, thinking about Au Ra biology makes my head hurt.)
Why does it make your head hurt, its mimicking human biology. The girls are maturing earlier and faster than the boys.
