ARR S ranks really should take a bit longer to kill, considering that they're arguably more valuable then HW S ranks now due to the scarcity of Allied seals coupled with them giving the same amount of verity and poetics.

I honestly see no problem with scaling A/S ranks to 70 difficulty. A hunt's a hunt and A ranks are one of the easiest kills. Just RIP any newbie running out of Quarymill that gets slapped by Cthulhuflayer.
