His head is covered with silt/ossification, but you can see his face. It's easier for me to find than describe, but there's a dead end indention on the other side of a ridge from his body where you can see it. It looks like his head fell into a crack in the stone face first, so while the head was covered from above you can see the face from below.
Edit: If you are above the statue, facing it, there is a ridge on your right. On the other side of that ridge is a castle wall. Drop down between the ridge and the castle wall, and you should see an indentation (nearer to the large round turret). The face, mainly the nose eyes and mouth, is there. If I knew how to attach a screenshot, I'd post it.

I'm quite certain now that the underwater ruin is not a separate ruin, but is actually a part of the ruin on the lake.
This ruin has a stair leading underwater.

I originally thought that the ruins are actually part of giant temple for Rhalgr, based on definition of The Divine Audience that it was an altar for worship. The underwater ruin however, also includes some spires and walls and even houses, with architectures that is not different than what we see in the city of Ala Mhigo.
I can only guess for now that the underwater ruin was, maybe still is, part of the city. Was the ruin sunk somehow, or was it always built underwater, and what's its purpose, I hope the next patches will tell us further.

Yeah, I have another question that I hope gets addressed by future patches too: Why is there an isolated salt lake so high up in the mountains in the first place?
