Why is the time in Kugane the same as in Eorzea?

Same reason that it was like that in Quon/Mindartia, Aht Urhgan, and Adoulin despite also being far enough apart to justify timezones.

More obvious answer, they aren't that far away. Teleports are only 999, Gridania to Limsa Lominsa is only about 500g, therefor Kugane is twice the distance from Gridania as Limsa Lominsa.

You do realize 999 is just a cap and isn't really indicative of the actual distance between the points, right? It otherwise shouldn't cost exactly the same to teleport from the old world to Kugane/Ruby Sea/Azim unless they were all actually the exact same location, but it does because of the cap in place.
