From patch notes. So it should be there, but the text hasn't been added yet.

Run leveling Roulette with WAR level 61...had 4 clusters in inventory before the run...got Tam Tara and finished it...4 clusters in my inventory...
Also there is no entry in any of the logs that there was a cluster added to my inventory.

maybe tank was not the adventurer in need when you quened? did you double check that?

Further testing gave me the cluster...
further research in the logs shows, i didn't get adventurer in need for the first roulette. Can confirm the bonus was for tank as i queued for, maybe they changed that the bonus now can change after someone queued...

Yeah, it can happen that the Adventurer in Need switches while waiting in queue.
It's been like that since before SB since it happened to me in HW atleast once.
And that is how I learned that it can change while waiting.

It can indeed change while waiting, but every time it has happened to me I got the Adventurer in Need bonus based on what was shown when I signed up.

I actually vaguely recall this not being the case as said by SE: providing AIN is showing when you initially queue you will still get it - even if it changes. I'll try and hunt around for the informations.

This is true. It's based on the moment you enter queue.

When entering the dungeon the Adventurer in Need is locked yes.
But if it changes while you're queued and not yet entered you won't get the In Need bonus.
