Because SE is stubborn as hell and won't admit that they royally screwed up the design of the housing system.
HELL NO to paying real life money to rent housing, though. That's quite possibly the worst suggestion to help housing I've ever heard.
Honestly, in hindsight...Personal housing was the biggest mistake.
They should have just kept it as FC housing, and then introduced apartments for players like they did, but make the apartments slightly larger (Say 1.5x larger than they currently are) with a unique shape so people don't feel like they're buying an FC room without the FC attached.
I assume you're talking about just the 140 slot inventory when you're talking about bigger inventories...
Cause the number of games that do more than the 928 slots we get total on a single character isn't exactly a long list. Not even WoW can boast that without cheating a bit and counting each saved item in their appearance log as an "inventory slot."
I would like that. A one purchase for a permanent item. I wont need to worry whether or i keep my subscription active. I could take breaks and wont need to worry to go back to the game to prevent SE demolishes my house.
I didn't read through this whole thread so sorry if this has been mentioned already but couldn't they at least vastly increase the amount of housing available by implimenting an instance system like the new areas have?
They don't even have to make new actual areas, same exact layout in 10 more areas that you select upon entry.

The wards are basically a persistent instance, which is ultimately the limiting design decision at play here.
Compare that to the apartment upper limit, with 512 instances per subdivision of each ward per housing district per server (same as the FC room upper limit per FC house). Why can those go higher? They are only loaded when a player loads into one.
If they redesigned the housing system entirely so each plot was its own instance that only loaded when someone zoned into it, they could almost certainly have a much higher limit.
Considering armor saved for glamour purposes in this game takes up an inventory slot (PLUS the glamour prisms)...
No. It absolutely should NOT be connected to the cash shop.
We need WildStar or Rift's system. Everyone gets a home. Period.
