Might help a little, but people that really want the medium/larges can just make their own FC and buy it anyway. It's just a bit more annoying since you have to level the FC first and need some people to sign to start it.

If you put another barrier, like having x number of members in order to buy a small plot, x number for medium and x number for large (all with an active subscription at the moment of buying the house) that alone will put an end to house speculation (or two person owning a whole yard).
