this is not correct.

the weapon and the accessoires were there the whole time. but at the release of ramuh you already got a same or better weapon from CT for much less work and you had better accessoires as well. they later increased the item level of the accessoires in a patch, but the weapons always were not much more than nice glamour.

Lakshmi is the god of beauty and healing and stuff, right? i think, besides of the already stated gameplay reasons, nice jewelry fits the primal better than a weapon from a lore standpoint.
