I actually had assumed, given something an NPC said about someone bedding down with a Hyuran man that Hien and Cirina actually were a thing but as the story went on it seemed like the NPC misunderstood and they were just friends or very close allies. That's how I took it anyway.

If you're talking about the guy I'm thinking of it appears to be based off the Mongolian Falcon/Eagle dance done by Mongolian wrestlers.

Why not a "Hildi and the Steppe" sidequest?

Cirina has a very obvious crush on Hien. One of her dialogues is her comparing herself to the moon and Hien as the sun.
