The rewards are more special that way; you are supposed to go "Wow!" and be amazed when you see someone with them. If someone has it, they earned the right to show it off. This achievement should not be easier to get.
To be fair, I don't think making the achievement one tier down would make it easy. Bring Your A/S Game IV requires 1,500 and 1,000 respectively. That seems a bit more reasonable.
