Can also confirm that she de-spawns and re-spawns.

Timeline (my time)
11:00pm - first spawn
11:15 - Garlean defeat
11:25 - Roysia despawn
11:30 - Roysia repop
11:38 - Garlean defeat
12:00 - Roysia despawn
12:05 - Roysia repop
12:20 - Garlean defeat
12:30 - Roysia despawn
12:35 - Roysia repop
12:50 - Gaelean Defeat

At this point I went to bed. I was camped out there for 6 hours prior to it starting at 11, so that was the definite start. So provided that the Garlean troops are defeated, there should be at least 4 Roysia spawns, once every half hour

I took part in the 1st, 3rd and 4th wave. I receives 4, 8 and 5 desapected crystals respectivly. I am not 100% sure, but I beleive the reward may be linked to either the number of people who enrolled for duty or the number of enemies defeated in that session.

Just check the post time, it's was posted 2 hours ago so yes it is today, 1st november. Pops are definitly delayed between servers, i've been at EM on Trabia since 11 am (almost 6 hours from now), it didnt pop yet.
