Basically. I melded my ironworks to 706 GP some time ago, don't recall the Gathering/Perception, but the extra 50 for that 15% (as opposed to 5%) has ensured that I have had little trouble hitting 70 on either miner or Botanist. Now I am leveling my crafters so I can make the level 70 gear, which I hear is a tremendous upgrade to the ironworks.
