I don't see how that creates an imbalance, all 4 housing areas have water areas that would be suitable for swimming. The Goblet is probably the smallest available area, but it could still be done.
Do you have any recent memory of The Goblet? Most of the water area you can just wade through, and the rest isn't very deep at all.

Yeah, I chill in the water regularly, it's small but there are areas where you might float around or something. I take the point that it's not very large, but with a tweak to the brimming heart area more space could be opened up.
You not liking something doesn't mean there isn't a market for it. I love the new underwater areas - they're great aesthetically, they provide a new layer for zone maps, there's stuff for gathering and quests as you yourself pointed out and it also appeals in terms of role-play opportunities.I don't get why they added swimming. It's added nothing to the game and it's done horribly. Jump in water? Linger there for a second. Dive? Have a loading screen. Wanna move your camera below the surfice while not submerged? El Oh El. The entire underwater areas is solely built for gatherers and a couple of quests. The dev time would have better been spent anywhere else.
It also opens up the doors to Blitzball later on.
Bronze lake would be an interesting addition...
We could have an underwater area to explore the ruins....


The Housing Areas they're considering - but because of the fact that the Goblet specifically doesn't feature enough water to reasonably create a swimming area in (and technically they seemed to hint that players wouldn't really want to swim in the big lake in the Lavender Beds) - they'd have to create new areas specifically for swimming in those housing zones. Yoshi-P doesn't want people to automatically just want to swim at Mist beach or probably Shirogane beach. I'm certain it will happen eventually.I support this. The patch notes made it seem like there would be swimming in a few new places. I'm not asking for a revamp like costa, but there are some great places that would be sooooooo great to swim in.

I don't think they'd really need to do anything to the Lavender Beds except add boundaries and easy access to the water. But the Goblet would absolutely need to have something done to it to give it a reasonable area to swim in. The Brimming Heart is too shallow and too small in most places to be of any actual consequence, especially in comparison to the Lavender Beds and Mist.
Nothing stopping them from digging a hole in Goblet to add depth though? Can always say Lolorito is feeling generous and decide to build a pool over there or something.
Excavate some of the cliffs beside/behind the waterfall and expand the brimming heart. It doesn't have to be too deep, only deep enough for swimming, not diving.
