Designing a whole new job, quest lines, artifact gear, weapon itemization, all just to address queues? Doubtful. They still have considerable balance issues to address for the jobs we got now. The only "easy" thing they could do is buff the HP of all critters in current instances to accommodate for 3 DPS per Party in dungeons instead of 2. That would cut DPS queues times by 50%.
