I understand that as well, but with a lot of pushing and awareness to the issue, we were eventually given RP tags which has already done wonders to help us find RP within our servers.
Now, it's time to push for that incentive to get us the hell off of Balmung
Edit to address this: As it stands, people who actively want to be on a high population server regardless of queue times (a small population) and people who RP (a massive population) are stubbornly clinging to Balmung. Many RPers including myself wouldn't think twice about leaving Balmung if it meant we could just be around our RPing peers. At some point, the devs will have to realize Balmung's arguably largest population isn't going to let go until we're sure that we'll be able to find RP elsewhere.
After all, a lot of us dropped 18 bucks to transfer there specifically for RP.

Sounds more like a community/rp problem then a dev problem. Unless they going to make like strict to rules then the tag would really mean nothing.
