This is NOT an issue. This can be fixed by going into Ground Mouse Mode (L1 + R3) with a dialog box open and then move your mouse over the dialog box, hold down R2, then go to Scale Window (have to keep R2 held down) and use L2 to select the size you want (I put it at 120%) and looks good. You can also adjust the position of the dialog box after changing the size using the same steps and clicking on the box and dragging it around.
Thank you!! You saved the game for me by finding that obscure hidden fix for it. Works perfectly. (140% puts the chat bubble back to what had been its normal size before.)

That just leaves the main menu (crossbar version) as the only thing shrunk down to a nearly illegible size, but I've been playing long enough to have already memorized where everything is on that.

Definitely. This really NEEDS to be in the HUD Layout menu. I'd thought all along that it should be, but now with this miniaturization of it, the game is unplayable on consoles unless you find this awkward and obscure workaround. Knowing the re-sizing is actually there and available, why in the world would SE try so hard to hide it from us?
