The new abilities did little to improve WHM's healing capacity. Plenary Indulgence is, and will remain, utter crap. The Lily system is based upon an inefficient style of play that won't translate well to 8-player content anyway, given that Cure II is mostly abandoned the instant AoE damage picks up.
I'd also like to point out three other flaws in your statement.
(1) While I haven't theory-crafted this personally, the sense I've gotten from reading more informed posts is that WHM isn't even necessarily the best pure healer, even with these proc rates (some theory-crafters assumed 100% proc rates back when we got the initial notes, just to emphasize how bad the new abilities were).
(2) Even if it IS the best pure Healer, there are absolutely no scenarios in which this might make a difference outside of pre-formed parties for especially hard content. The idea of a "pure healer" is hamstrung here by SE's own insistence that any party setup following the recommended role allocations is capable of clearing the content.
(3) Even in the context of a pre-formed party for high-end content, and even if WHM is the best healer, it is very unlikely that SE will manage to balance the fight in such a way as to allow a solo WHM to heal everyone, but not a solo AST or SCH. And, unless they pull off this balance, again, all of these changes pushing WHM in the pure healer direction are useless.
Don't get me wrong, I share your desire for a pure healer, but FFXIV simply isn't set up for it. The rampant iLevel scaling and SE's hard-line stance on any recommended role setup being able to clear content makes it impossible to create a job that is both a pure healer, and also desired for harder content. And I couldn't disagree more with the idea of putting one's own personal job preferences above game balance.
