No but in all seriousness people have and will continue to do that with or without the new filter. Just replace and move on.

This comes down to user reputation and user responsibility, respectively. Carried people often have a reputation and people who farm seriously (aka those who don't suck) don't join farm parties right away but get a few clears under their belt.
This OPTION only excludes people with a bonus who hasn't cleared or hasn't been in the content EVEN ONCE.

Because we aren't necessarily willing to carry people through content when we're trying to farm for mounts?

I don't think it is necessarily that the Bonus person is bad but they can really slow things down for a farming party with the cut scenes. Assuming they do one run and on the next one you another first timer the cut scene time can add up. A similar thing can occur in some places with skipping mobs. If they pull the mob and don't know where to go they either cause everyone else to stop to save them or no one waits so they end up dying a lot and not supporting the group. On the surface it looks to be a good change for what are effectively speed runs.
