OMG on the PSU nonsense.

Getting a 700 or 800w is plain overkill.

NVIDIA suggests that a 300W PSU is enough for that card.

I'm running an 980 on a 600w. Total system pull is about 425W considering my card can use upwards of 200w to itself.

The graphics card fan noise can come from a few things like an improperly installed TIM under the GPU heatsink, obstruction of case fans, cpu fan, or GPU fan (by dust or cables) which limit how much hot air is being moved from the GPU.

Running furmark for an hour or two might improve the TIMs heat conductibility and lower temps afterwards, but don't look for a PSU upgrade to slow down your fans.
