Issues with MSI Nvidia GFX 1050 Ti - noisy gpu playing FFXIV

Apologies in advance for the wall of text. I bought a new graphics card over a month ago, was able to play my favourite games (namely Skyrim and FFXIV) on higher settings, but I've noticed within the last three weeks that the gpu seems to be making a lot more noise. Skyrim is impossible to play, and even on lowest settings within FFxiv, it's struggling and making a heck of a racket :/

I've tried the following things to no avail:

    1. Checking and cleaning any dust from inside the computer, also checked graphics card is fitted properly.

    2. Updated to the latest drivers, using DDU in safe mode and performing a clean install.

    3. Rolling back, not once, but twice, even installing base driver that I was using when the graphics card was running well. Also using DDU and in safe mode.

    4. Checking bios, making sure they are at their defaults, adjusting the bios for quietness/performance.

    5. Have been unable to update the AMD chipset, Windows keeps telling me I already have the correct driver installed (driver dated from September 2014), and also in safe mode.

Below is my system specs, ever since I've had this computer, though specifications seem ok and capable, I've been told the motherboard and/or psu could be too weak, I'm not sure. My FPS is 55, even in crowded areas. I've also noticed that ffxiv.cfg doesn't have my card listed as the main adapter, despite it showing in-game within the System Configuration settings.

    Windows 8.1 64bit
    8GB DDR Ram
AMD FX 6350 cpu six core
    Corsair VS450 psu
    ASUSTek M5A97 LE R2.0 motherboard

I've run MSI Afterburner, and I haven't overclocked this machine (wouldn't know how to, to be honest) and made a note below of results whilst running FFxiv, from what I've read from Googling the results, everything seems ok but... this kind of system knowledge is a bit over my head to be honest

    Fan speed: 51
    GPU Temp: 67C
    Power: 84%
    GPU Usage: 81%
    FB: 67%

I'm not sure what else to try, any advice would be really appreciated. I can't afford a new pc for a long time, but may be able to stretch to a few upgrades within a few months.
